So far, I've heard from Dick Cheney that he is a part of the legislative branch for purposes of avoiding that executive order....but he is a part of the executive branch for purposes of avoiding Senate rules to the same effect (and for purposes of funding)....and that he is a "superexecutive" and thus, while being a part of the executive branch, he isn't actually subject to its rules....and I've also heard that the Office of the Vice President is apparently part of neither branch, but instead occupying a nebulous and automous space within the government. Now, he hasn't claimed to be a part of the judicial branch, so....Is the Fourth Branch of our government really Dick Cheney?
